The consultation is a real mess. At one place it suggests penalising consumers for installers' failures to install properly! It should instead be rewarding consumers who report such errors.

Thank you Baerbel for enlightening the Solar Thermal world. The only way Solar Thermal will be able to grow is with financing as our PV brothers have proven. Solar Thermal is a viable, field tested energy source and should not be treated as the fair haired step child of the solar industry.
Here, the illustrated explanation about the Solar thermal system is very useful for all. Evacuated Tube Collector is also used in many Solar water heaters.
